This action is a constitutional challenge to the validity of the Veterans' Education and Employment Assistance Act of 1976, Pub.L. 94-502, § 205(4), 90 Stat. 2383, amending 38 U.S.C. § 1673(d) (1970) (hereinafter referred to as "the Act").
