MENCHINE, J., delivered the opinion of the Court.

Herbert R. Trafton (Claimant) filed a claim against Armco Steel Corporation (Armco or Employer and Self-Insurer) for workmen's compensation benefits. The claim asserted entitlement to benefits for disability (hearing loss) caused by occupational disease1 arising out of and in the course of his employment.

The claim was referred to the Medical Board for Occupational Diseases
