The question here is whether an Iowa City ordinance which authorizes use of the "Denver boot" to immobilize illegally parked motor vehicles is unconstitutional. The boot consists of metal clamps and screws and a padlocking device which, when attached to the wheel of a motor vehicle, prevents it from being driven.
