In this appeal we are asked to decide the narrow question whether § 610 of the Eminent Domain Code, which allows condemnees a limited reimbursement for appraisal expenses, is applicable to a case wherein the condemnation was effectuated prior to the effective date of § 610, but the expenses were incurred after that date.
