The results of the official canvas of votes cast at the November 2, 1976, election for Representative in Congress in the Tenth Congressional District of Illinois indicated Abner Mikva to be the winning candidate. His opponent, Samuel Young, filed in the circuit court of Cook County a "Petition for Recount," which was subsequently dismissed on the motion of respondent Mikva. We allowed...
