On December 23, 1975, the appellant, Ivan Jerry Youtsey (Youtsey) and John Swinehart met with two undercover officers of the Department of Public Safety, agents Oden and Thrasher, at a restaurant in Phoenix, Arizona to consummate a drug transaction involving $10,000 worth of heroin (8 ounces).
