OPINION

WREN, Judge.

This appeal concerns the revocation of a liquor license by the Department of Liquor Licenses and Control. The facts reveal that in 1972 June Mondhink sold certain premises known as "Guys and Dolls" along with a series 6 spiritous liquor license to Inez Nunnally. As security for the purchase price, Mondhink filed a restriction on the liquor license with the Department. The restriction was on a form supplied by the Department
