On this review by writ of certiorari, Clearwater Memorial Hospital, a political subdivision employer, seeks to challenge the constitutionality of provisions in the Minnesota Employment Services Law, Minn.St. c. 268, which require a political subdivision to reimburse the unemployment compensation fund for all benefits paid to an employee, even when such employee discontinues working voluntarily and without good cause attributable to the employer...
