This appeal brings before us a complex dispute which arose out of a 1962 highway construction project outside Fairbanks. The parties are the State of Alaska and the now-defunct Arctic Contractors, the original prime contractor on the project. At the heart of the dispute are the State's claim that the project was seriously delayed due to Arctic's mismanagement and financial instability and Arctic's conflicting claim that the State...
