This is an appeal from the order of the District Court1 dismissing appellant's complaint and granting summary judgment in favor of appellees. The basis of appellant's complaint was a reduction in force that resulted in a lowering of his civil service grade from GS-9 to GS-5 during the period from July 6, 1970, to June 18, 1972.
