On December 13, 1974, defendant-appellant Craig Stevens (hereafter Stevens) was removed from his position of Housekeeper II at Cleveland State University. Stevens was removed for "repeated neglect of duty" by plaintiff-appellee Gordon L. Hansen, Appointing Officer, Cleveland State University (hereafter the Appointing Authority).
