Plaintiff is a migrant farm laborer. He appeals by leave granted from a decision of the circuit court affirming defendant's denial of emergency assistance to plaintiff.

Plaintiff sought emergency assistance to meet medical and hospital bills incurred when his son, Juan, Jr., was injured in an accident while driving the family truck on July 28, 1973. Plaintiff filed his application for emergency assistance with the Department of Social Services...
