OPINION

YOUNG, Justice.

This is an eminent domain proceeding brought by the City of Corpus Christi against Ruth M. Juergens. The appellant, City, brought suit against the appellee, Mrs. Juergens, to condemn title and possession of 13,000 square feet of undeveloped North Beach bayfront property. The land is to be used as a public park and is being developed under the Corpus Christi Beach Park Project.
