(Mayer) appeals from a superior court dismissal of petitions (1) seeking review of the Town of Steilacoom's adoption of a new zoning classification encompassing property owned by Mayer, and (2) seeking to compel the town to issue a permit for construction of an apartment on the property. On appeal, Mayer contends that the town acted arbitrarily and capriciously in rezoning the subject property and that the act so reduced its value...
