Plaintiffs Thayer and Perkowski were among over 100 mentally retarded individuals for whom guardianship hearings were held by defendant on October 1, 1976, at the Oakdale Center for Developmental Disabilities. These hearings began at approximately 10:30 a.m. and were completed at 11:45 a.m. the same day.
