Plaintiff, Albert Lombardo, appeals from the district court's refusal to issue a preliminary injunction rescinding his transfer from Massachusetts Correctional Institute, Norfolk to MCI, Walpole. His contention, both here and below, is that the transfer violated both the due process clause and Massachusetts' own regulations.
