OPINION BY JUDGE WILKINSON, JR., November 25, 1977:

This is an appeal of a decision by the State Civil Service Commission (Commission) dated November 19, 1976, finding the petitioner had been properly furloughed by the Pennsylvania Department of Transportation (PennDOT) under the provisions of Section 802 of the Civil Service Act (Act), Act of August 5, 1941, P.L. 752, as amended, 71 P.S. § 741.802.
