The questions raised on this appeal concern the propriety under applicable merit system rules of Officer William J. Dowd's discharge from his employment with the Arizona Department of Public Safety.

On November 15, 1974, Officer Dowd's employment was terminated by the acting director of the Department of Public Safety. Pursuant to applicable merit system rules, he requested a hearing before the Law Enforcement Merit System Council...
