BACKGROUND

The Court has for consideration the plaintiff's motion for preliminary injunction. The Court has jurisdiction pursuant to 28 U.S.C. §§ 1331(a) and 1343(3). Two hearings were held on this matter and on both occasions the Court received testimony.
