Delores Ann Whaley, widow of David E. Whaley, seeks damages from the United States of America under the Federal Tort Claims Act, claiming that David B. McKinney, an employee of the Government, was negligent in driving a motor vehicle owned by the Government, and as a result of such negligence, her husband lost his life.
