On the evening of January 20, 1975, federal narcotics agents received a phone call from a confidential informant who stated a sale of 500 pounds of marijuana could be arranged. The informant then had Richard Hills speak with the agent. Hills stated the "deal" could not be arranged until January 21, 1975. The informant was instructed to contact Hills on the following day.
