This is an action for civil penalties and injunctive relief brought pursuant to § 5(a)(1) of the Federal Trade Commission Act, 15 U.S.C. § 45(a)(1). The Government alleges that there were eleven counts of violations of a Federal Trade Commission ("FTC") order issued against the defendants on March 1, 1971.
