Dr. M. Perry Tucker suffered a judgment for $200 rendered in favor of Louise West in the Municipal Court of Savannah, and he appealed to Chatham Superior Court. Ms. West moved to dismiss on the grounds that the Municipal Court of Savannah Act of 1969, § 16 (Ga.
