This is an appeal from a summary judgment order entered against the city of Chicago, invalidating certain procedures used for bidding on and awarding contracts. The circuit court of Cook County ruled the procedures violated the statutory requirement that public works contracts be awarded to the lowest responsible bidder. (Ill. Rev.
