We are here faced with several issues concerning the proposed expenditure of monies for the construction of courthouse facilities in Harford County.

In 1970, the Harford County Commissioners appointed a citizens' committee to review the need for additional court facilities in the county. The committee recommended the construction of an addition to and the renovation of the existing Harford County courthouse...
