In 1973, the plaintiff purchased land and buildings in the town of Webster. At the time no zoning ordinance was in force. The premises consisted of a storefront unit and two apartments. Plaintiff purchased the property with the intent of bringing the store to business life once again even though it had been closed since 1958.
