Richard Capua, the plaintiff, suffered severe injuries when the scaffold on which he was standing collapsed. This happened at the Metropolitan Sanitary District's Salt Creek Water Reclamation Project, which is located on Meachem Road in Schaumberg, Illinois. He filed a suit in the circuit court of Cook County naming W.E. O'Neil Construction...
