This action presents another of the perplexing problems arising out of the application of the public sector bargaining provisions of the New Jersey Employer-Employee Relations Act, N.J.S.A. 34:13A-1 et seq. Specifically, the issue here is the relationship between the act and certain provisions of the Civil Service Law.
