On May 28, 1975, plaintiff-appellant filed a complaint in the Common Pleas Court of Cuyahoga County, praying for a declaratory judgment on the sole issue raised by the pleadings, to wit: whether or not under the facts and circumstances of this case appellee, as director of law of the city of Lakewood, is required to draft legislation at the request of an individual councilman of the city.
