Plaintiff Association of Capitol Powerhouse Engineers, a state employee organization, attacks the constitutionality of the agency shop provisions of RCW 41.06.150, as amended in 1973, on behalf of six of its members. It also challenges the continued inclusion of these six engineers in the Division of Buildings and Grounds as an appropriate collective bargaining unit to which the agency shop provisions apply.
