The Board of Commissioners of Lucas County appeals from a final judgment of the Lucas County Common Pleas Court which reversed a decision of the Board. The Board's decision denied the petition of appellees, five owners of real estate, to annex 116 acres in Sylvania Township to the Village of Ottawa Hills.
