Appellant, William Thomas Pinner, appeals his conviction in a non-jury trial on six counts of willfully failing to file employer's quarterly federal tax returns in violation of 26 U.S.C. § 7203.1 The trial was tried on stipulations which allowed the Government to introduce two exhibits, (description below).
