OPINION

MANOUKIAN, Justice:

In early 1975, a new rule was promulgated by the Nevada Highway Patrol, a Nevada governmental agency, regulating and restricting the use of highway patrol vehicles by patrol officers commuting to and from work. The rule permitted only married officers living with their spouses the use of the vehicles while excluding unmarried officers living with persons of the opposite sex.
