MARSHALL, District Judge.

On July 17, 1976, plaintiffs participated in a march sponsored by the Dr. Martin Luther King, Jr. Movement, Inc., in a community on the south side of Chicago known as Marquette Park. During the march, a hostile crowd insulted the marchers and hurled rocks, bottles, bricks and explosives at them. Many participants in the march were injured.
