Ford filed this complaint pro se pursuant to the Freedom of Information Act, 5 U.S.C. § 552, in an attempt to obtain from the Selective Service System and the U. S. Civil Service Commission documents which he contends relate to his failure to be reappointed as Selective Service Director of the Commonwealth of Pennsylvania.
