This is an appeal from an order of the Land Conservation and Development Commission (LCDC) dismissing a petition to LCDC made pursuant to ORS 197.300(1)(d), which provides in part:

"(1) * * * [LCDC] shall review upon: "(d) Petition by any person or group of persons whose interests are substantially affected * * * any zoning * * * ordinance * * * alleged to be in violation of statewide planning...
