Until March 15, 1973, Bibb Transit Company owned and operated a municipally franchised bus transportation system which served the City of Macon. Its drivers and maintenance employees were members of and exclusively represented by Local Division 898 of the Amalgamated Transit Union, AFL-CIO, for collective bargaining purposes.1
