Plaintiff, a minor, brought this personal injury action under the Oregon Tort Claims Act, ORS 30.260 et seq., against Washington County and its agents Catherine Palmer, a juvenile court caseworker, and Mr. and Mrs. Burlie Brunson, shelter care parents, alleging negligence.
