Plaintiffs, Rodney Hopkins, Otis Faust, and Melvin Raiford, brought this action to recover damages to their property allegedly caused by the Department of Highways. All parties are property owners in Sabine Parish, Louisiana. The Highway Department owns a 5.8 acre tract upon which it operates a highway maintenance unit.
