The defendant New Hampshire Department of Health and Welfare (Department) terminated AFDC assistance to plaintiff's children1 on the ground that they were no longer "deprived of parental support", see 42 U.S.C. § 606(a), plaintiff's remarriage having brought a legal stepfather into the home.
