This case is here for the second time. Since the meaning of our opinion and mandate on the first appeal1 is at issue, we recount the pertinent facts. Appellants proposed to buy and build on certain land owned by Alaska State Housing Authority (ASHA). ASHA rejected this proposal and accepted a competing one from J.L. Johnston.
