Appellant Norman McLaughlin, employed as a janitor by the General Services Administration in the office of the Corps of Engineers in Mobile, Alabama, requested promotion to the position of Computer Technician GS-4. Appellant's promotion request was denied, and he sought redress before his agency, charging that he was the victim of illegal racial discrimination.
