In this civil action, plaintiff William F. McNutt charges the governmental defendants with unlawful discrimination against, and a failure to meet affirmative obligations toward, physically-handicapped employees of the United States Department of Housing and Urban Development (HUD), in violation of certain federal statutes, regulations, and guidelines.
