PARKER, District Judge:

On July 14, 1977, Colston A. Lewis instituted this action against the President of the United States and the Chair of the Equal Employment Opportunity Commission (EEOC). Plaintiff's complaint, entitled "Complaint for Breach of Contract and Reinstatement to Position of Employment," charges that defendants unlawfully terminated him from his position as a member of the EEOC.
