OPINION

MARSH, District Judge.

This action is brought by two individuals who are members of both the International Brotherhood of Electrical Workers (IBEW) and the Brotherhood of Electrical Employees (BEE). BEE is also a party plaintiff. Plaintiffs' complaint was filed July 19, 1976, and amended November 2, 1976.
