Joseph Mangiaracina has petitioned for habeas corpus relief pursuant to 28 U.S.C. § 2254. Although Mangiaracina raises several arguments in his petition, the only issue before the Court is his claim that his Sixth Amendment right to a speedy trial was violated by the Commonwealth's 29 month delay in bringing him to trial.
