In September 1976, two shakedown searches were carried out at the Delaware Correctional Center (hereinafter referred to as "DCC" or "the Institution"), a maximum security prison at Smyrna, Delaware. In the two suits brought pursuant to 42 U.S.C. § 1983 now before me,1 inmates seek the return of certain personal property seized from them during the shakedowns.
