OPINION

RABINOWITZ, Justice.

In 1971 appellee Stevens filed a class action seeking declaratory and injunctive relief. The gravamen of the complaint was that prisoners under the jurisdiction of appellants were being deprived of due process rights by virtue of appellants' arbitrary revocation of inmates' statutory good time, appellants' arbitrary administration of disciplinary matters within Alaska's prison facilities...
