During his incarceration in the Atlanta Federal Penitentiary appellant John T. Fackelman sought access to his institutional file. Federal prison officials granted this request in part, releasing some 225 pages to the prisoner, but they denied another part of the request on the ground that certain documents were exempt from disclosure under the Freedom of Information Act (FOIA).
