BROWN, Chief Judge:

This historic case marks our maiden voyage on the S/S CERTIFICATION in Georgia since the very recent adoption of the amendments to Chapters 24-39 of the Georgia Code made the waters navigable.1 We have long sailed on the waters of Florida.2 More recently we voyaged to Louisiana3 and Alabama.4
